As far as we are aware, there's no issues with MobiLinc/Android and Z-Wave locks. Local tests work great to control our Z-Wave locks from Android.
Can you post the ISY's communication log when you tap the lock icon in MobiLinc? FYI the code that executes from an icon tap is the same as when you go into the device details and tap "Lock/Unlock" or "On/Off".
