I use Mobilinc Connect I believe. That's the one where we pay a subscription fee, right? I didn't know there was more than one option.
If MobiLinc Connect, did you turn on the location notification for boundary changes? If so, is this what you are looking at for boundary state changes? This notification will fire as soon as iOS tells MobiLinc that the iPhone is inside or outside of the geo-fence.
I don't use the notifications. I know of the boundary changes by looking at the state variable. If it didn't change, I know it didn't fire.
One thing to try is to adjust the radius of your geofence from 100 meters to 200 or 300 meters. The key here is to line the boundary in an area where there are other Wi-Fi spots (neighborhood) so that iOS has a good way to detect when you cross the boundary.

I have it set to 500m. But I don't think that has anything to do with it since I've been 17 miles away and the variable didn't change state.
